Chief Executive Officers of All National Banks, Federal Savings Associations, and Federal Branches and Agencies of Foreign Banking Organizations; Department and Division Heads; All Examining Personnel; and Other Interested Parties
The Office of the Comptroller of the Currency (OCC) issued today the "Branches and Relocations," "Charters," "Federal Branches and Agencies," and "General Policies and Procedures" booklets of the Comptroller's Licensing Manual. The revised booklets streamline licensing processes to reflect that the National Historic Preservation Act, 54 USC 300101 et seq., and the National Environmental Policy Act, 42 USC 4321 et seq. (together, the acts), do not apply to the approval of banking activities.
These booklets apply to all national banks, federal savings associations, and federal branches and agencies of foreign banking organizations.
The revised booklets delete references to historic preservation and environmental review requirements under the acts because they are inapplicable to the approval of banking activities that are the subject of branch and relocation applications, applications to establish a federal branch or agency, and federal branch and agency relocation applications. These revisions conform the OCC's licensing processes to its legal position.
