Donna Deale Named Deputy Comptroller for Thrift Supervision

WASHINGTON — The Office of the Comptroller of the Currency announced today that Donna Deale has been named Deputy Comptroller for Thrift Supervision.

In this role, Ms. Deale will report to the Senior Deputy Comptroller for Midsize and Community Bank Supervision and lead the OCC’s ongoing effort to fully integrate the supervision of federal savings associations into its mission while ensuring a balanced, consistent interpretation and application of supervisory policies to the thrift industry.

“Donna brings deep experience supervising federal savings associations to this position,” said Comptroller of the Currency Thomas J. Curry. “She will be a valuable member of the OCC leadership team as we complete the integration of overseeing federal savings associations.  Her experience is an asset to the agency and to the thrift industry.”

Ms. Deale began her regulatory career with the Federal Home Loan Bank Board in 1986 and transitioned to the Office of Thrift Supervision (OTS) when it was established in 1989.  She worked closely with OTS executives in Washington and regional managers, and represented the OTS on a variety of interagency working groups.  Her most recent position at the OTS was Director, Holding Companies and International Activities.  Prior to that, she served as the Assistant Managing Director for Examinations and Supervision, with responsibility for leading the development and implementation of policies relating to capital, credit risk, corporate governance, accounting, compliance, the Bank Secrecy Act and anti-money laundering, trust, thrift holding companies, insurance activities, and information technology.

When Ms. Deale transferred to the OCC last year, she joined the Chief National Bank Examiner’s Office as a Senior Operations Risk Expert.  In that role, she provided critical leadership to the effort to integrate OCC and OTS supervision policies, while accommodating the regulatory and statutory differences that are unique to the thrift industry.

Ms. Deale earned a bachelor of science degree in business administration and a master of business administration from the University of Maryland.
