This booklet provides an overview of oil and gas (O&G) exploration and production (E&P) lending. This booklet addresses only E&P lending to upstream companies because their financing structures are more specialized than financing structures used by midstream, downstream, and service companies. The booklet addresses risks associated with O&G E&P lending, risk management practices, and regulatory requirements. This booklet is one of several specialized lending booklets and augments examiner guidance contained in the "Loan Portfolio Management," "Large Bank Supervision," "Community Bank Supervision," "Federal Branches and Agencies Supervision," and "Rating Credit Risk" booklets of the Comptroller's Handbook.
This booklet applies to the OCC's supervision of national banks and federal savings associations. References to national banks in this booklet also generally apply to federal branches and agencies of foreign banking organizations. Refer to 12 USC 3102(b) and the "Federal Branches and Agencies Supervision" booklet of the Comptroller's Handbook for more information.
